Travis County staff presented the first assessment levy for the Lagos Reserve Public Improvement District (PID), covering improvement areas 1A and 1B in eastern Travis County. Sally McFerrin, PID managing director, summarized the project as a mixed-use master plan of about 470 acres that at full buildout would include roughly 908 single-family homes, more than 1,000 multifamily units and ~72,000 square feet of commercial space. She told the court the authorized improvement totals for area 1A are about $16 million and about $392,000 for area 1B and described assessment amounts tied to lot type. "As with our other PIDs, this project is more about more than financing infrastructure," McFerrin said, listing negotiated community benefits including parks, trails, transportation improvements and a roughly 25-acre land donation to the county.
Commissioners asked questions about limiting investor-owned single-family sales, affordability tiers, and timing; Pete Dwyer for the developer said homebuilders had existing agreements and that the donated 25-acre tract would be managed and conveyed to the county for future public use and affordable-housing opportunities. The court closed the hearing and unanimously approved item 16 (the order and supporting resolutions) to accept the service and assessment plan and authorize the related funding agreements and landowner agreements. Staff said appraisal work on the donated parcel is underway and that additional details about unit pricing and the number of homes at specific AMI bands would be provided on follow-up.
