Saginaw Avenue reconstruction awarded to Double H Paving; change orders and winter delay shift paving to spring

Clay County awarded the Saginaw Avenue reconstruction contract to Double H Paving after a public bid opening on April 28. Bids were read publicly and, after verification, the board accepted Double H's base bid of $633,118.60 and alternate $190,237.53 for a combined award of $823,356.13.

During construction the contractor and county engineers requested extra subgrade stabilization; on Aug. 17 the board authorized a change order at $12.77 per linear foot to strengthen the subgrade where needed. Later in the season, record rains and cold-weather paving concerns prompted engineers and the contractor to recommend delaying final asphalt surfacing until spring to ensure pavement quality. To protect the unfinished base course the Board adopted temporary traffic controls, including a 30 mph speed limit on the roughly two-mile project area (Resolution #2015-16) and other restrictions until final surfacing is applied.

The Board used a mix of county Road & Bridge funds and bid awards; earlier in the year it had designated approximately $900,000 of 2014 unspent Road & Bridge monies for Saginaw Ave. work. The county retained close engineering oversight (dark/Clark/different engineering firms appear in the record) and held pre-construction and change‑order meetings documented in the minutes.
