County government affairs office briefs committee on Medicaid, AI study committee and proposed federal grant rule changes

Katie Domina, director of the Office of Government Affairs, told the committee the county will submit a postpartum Medicaid coverage waiver by the end of the year and provided a status update on other state and federal legislative developments. Domina noted the recent passage of the bipartisan 21st Century Road to Housing Act and flagged a major proposed change to federal grants administration (CFR part 200) that county departments and nonprofit partners worry could increase unpredictability in grant funding by enabling grant termination mid-cycle.

Domina said the county submitted a comment letter on the proposed CFR part 200 changes and will continue to monitor impacts. Vice Chair Vincent raised concerns about artificial intelligence and patient confidentiality and asked what Milwaukee County representation would be on a state study committee; Domina said she would circulate the study-committee membership list and investigate which members represent the region. Chairwoman asked for a county assessment of imminent October changes to immigrant Medicaid eligibility and FoodShare rules; Domina agreed to partner with the Department of Health and Human Services and attempt to produce an impact report by the next committee cycle.
