Commissioners approve interlocal agreement to house Howard County inmates in Scurry County

Howard County commissioners approved an interlocal agreement permitting the county to house inmates in Scurry County to address bed shortages, particularly among the female population. County leaders said the arrangement provides flexibility while the jail population fluctuates and can be more cost-effective than local housing in some circumstances.

The court discussed the trade-offs between housing locally and out of county: while some costs shift when inmates are housed out, excessive transfers can increase overtime and transport costs. The commissioners moved to authorize the judge and sheriff to enter the contract, the motion was seconded and passed unanimously.

"It appears that, it is financially to our benefit to go ahead and house some out," the presiding official said when describing the county's current budget pressures and the need to build flexibility. Sheriff Parker and county management participated in the discussion and no roll-call dissent was recorded.

The agreement is intended to address current bed shortages; county staff will continue to monitor population, costs and any operational impacts as they arise.
