Saint Paul–Ramsey County Public Health presented its new Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP) at a board workshop, describing the reports as community‑driven road maps required by state statute and public health accreditation. "The CHIP is the community's plan for public health, not public health's plan for community," a public health presenter said, attributing the line to Minnesota Department of Health guidance.
Public health director Amy Kieran and staff said the CHA compiles data across 13 chapters and that the CHIP distills community input into priorities and measurable goals. The department emphasized the plans are five‑year, living documents intended to be responsive to shifting needs; implementation will involve partners across county departments, community organizations, and subject matter experts. The presentation noted the CHA and CHIP align with state and national frameworks and accreditation requirements and that some core activities are guided by state statute (Public Health Act).
