Several commissioners asked whether the Minnesota Department of Health framework dictates core county responsibilities or is a flexible model, and whether the CHIP implies expanded operational duties for public health. Commissioner Tara Jevonsing asked specifically how much of the framework is mandated versus discretionary. Public health director Amy Kieran replied that the framework is a statewide expectation adopted by the Minnesota Department of Health and that some areas are prescribed by statute while local organization varies.
Commissioners also pressed on funding and coordination: staff said grants, fee‑for‑service revenues and county levy dollars together fund activities and that grants do not fully cover mandated services. Commissioners urged better internal sharing (libraries, learning management system, county collaboratives) and asked public health to map where county departments already invest so the CHIP augments rather than duplicates work.
