Board sets depository limits, authorizes Visa officers and approves investment policy

The Floyd County Board of Supervisors adopted Resolution #01-26 on Jan. 2, 2026, naming depositories for county funds and setting maximum allowable deposit amounts for certain offices. The resolution lists the County Treasurer’s allowable deposits at First Security Bank & Trust (Charles City) at $36,000,000 and Two Rivers Bank (Burlington) at $75,000; the County Sheriff’s allowable deposit at First Security Bank & Trust (Charles City) at $500,000; and the County Recorder’s allowable deposit at First Security Bank & Trust (Charles City) at $80,000. The minutes record the roll call vote as Ayes: Carr, Rottinghaus, and include a notation about Campbell described in the minutes as 'obtained' with the motion recorded carried 2-0.

Separately, the board approved the Floyd County Investment Policy with no changes (signed January 2, 2024 as indicated in the minutes) and authorized Gloria A. Carr (Board Chair) and Morrigan Montagne (Floyd County Auditor) as authorized business officers for county Visa credit cards. The auditor (Montagne) and Amanda Theilen, Auditor’s Assistant, were authorized to manage and make changes to the county eZBusiness account. All three actions carried per the recorded motions.
