Palo Alto County adopts construction evaluation resolution, OKs Henriksen Hogs master matrix

The board adopted Resolution #1‑2‑2026(F), a construction evaluation resolution under Iowa Code §459.304(3). By adopting the resolution the county commits to evaluate every construction permit application for proposed confinement feeding operation structures received between Feb. 1, 2026 and Jan. 31, 2027 using the master matrix created in Iowa Code §459.305. The resolution also explains that the county’s recommendation to the Department of Natural Resources may be based on the matrix final score or other reasons the board identifies.

Following adoption, the board approved the master matrix evaluation for the Henriksen Hogs permit application in Section 15 of Independence Township. The motion to approve the master matrix passed without recorded opposition.
