Barbers' board reduces citation by 50% for operator who cited for expired barbershop license

Rachel Ashcroft appeared to appeal a citation issued Oct. 28, 2025 under NRS 643.190 for operating while her barbershop license was expired. She told the Board the violation was not intentional and described family medical hardship, and staff confirmed she was not working from April through October and had paid the citation on Oct. 29, 2025.

After discussion Mr. Green asked how the citation occurred if no one was present; Mr. Azzam advocated consideration for medical hardship. Ms. Maestas explained the citation was issued because Ashcroft was advertising as a barber without a licensed barbershop, which falls under NRS 643.190. The Board voted to reduce the fine by 50% and directed staff, per DAG Ostunio's guidance, to refund 50% of the amount she had paid. The motion passed unanimously.
