Council earmarks $233,000 for CIP, approves transfers from fire and cemetery funds

The Brooksville City Council voted 4‑0 on July 27 to transfer $233,000 from general‑fund reserves into the capital improvement program (CIP) and separately approved two transfers from restricted funds: $150,000 from the fire fund (Fund 143) for a roof repair and $150,000 from the cemetery maintenance fund (Fund 605) to address cemetery needs.

Councilmember Audrey Young moved the package; the motion carried by voice vote. Mayor (S1) clarified during discussion that earmarking money into the CIP does not equal immediate spending: projects still must return to council with detailed scopes, bids or RFPs and an appropriation vote before funds are expended. Staff said last year the council set aside $487,000 in reserves for CIP work and that the prioritized green items staff recommended total $638,000; the council pared that down and achieved consensus on the $233,000 figure for general‑fund support.

Council emphasized urgency for several projects that staff identified as near‑term needs, including city hall sewer descaling and lining (staff recommended adding another $25,000 to prior allocations). For the fire station roof, staff reported multiple vendor quotes estimating roughly $150,000 to repair leaking where firefighters sleep; council discussed whether that cost should come from the fire fund balance or another source and ultimately approved the transfer from the fire fund. Because the cemetery maintenance account already budgets for graveyard upkeep, staff confirmed cemetery repairs can be paid from that dedicated fund.
