Board members agreed that before hiring consultants they must agree on a mission and a clear scope. Staff was asked to request the raw Market Street Research data for board members and to provide printed copies; the board also requested large parcel maps for the next meeting so members can discuss specific parcels (Lot A/5th Street, Lot B, Lot C).
Members proposed a phased consultant scope: (1) fiscal analysis of funding sources (grants, parcel sales, bonds), (2) ecological and parcel-by-parcel land assessment, and (3) visual design concepts and cost estimates for up to three alternative approaches. Several members noted Chapter 30B procurement rules will govern consultant hire and that a precise scope will be needed to run a compliant RFP. Chair said the HRA can pursue RFP or URP paths but must first build internal board consensus on direction.
