Commonwealth's attorney, YWCA seek $2 million to start Richmond Family Justice Center

Commonwealth's Attorney Colette McKeach told the committee that the city needs a multi-agency Family Justice Center to provide a "one-stop shop" for survivors of domestic and intimate-partner violence, where medical, investigative, prosecution and social supports are co-located.

McKeach, joined by Rupa Murthy of the YWCA Richmond and Police Chief Rick Edwards, outlined criminal and service needs and said a local Family Justice Center would reduce barriers and improve outcomes. "Richmond needs and deserves a Family Justice Center," McKeach said, noting the model's national prevalence and the participation of multiple agencies in planning.

Murthy described the YWCA's role and said it would bring philanthropic and grant support to the project. She provided the hotline number for survivors and referral partners: "(804) 612-6126," which the presenters said is operational 24/7 for immediate assistance.

Committee members asked whether the $2,000,000 figure was startup or operating funding; presenters said it was largely start-up and early operational funding and that the YWCA and partners would seek philanthropic and state/federal grants to sustain operations. Council members requested a three‑ to five‑year projection of costs and for the proponents to include detailed budget cycles when the item returns in budget season.

McKeach and Murthy asked council for support to include the initiative in upcoming budget discussions and pledged ongoing collaboration to identify co‑location options near the courthouse and other service providers.
