Steve Lobola of Sand Dollar Customs said the project at 4 Beach Road involved raising the house out of the floodplain and that revised framing and site plans had been submitted. Staff reported that what was built (a 26x12 deck) extends into setbacks beyond the footprint shown on the originally approved plan and flagged wetlands, parking and basement/opening requirements.
Neighbor Paul Smith Ware, speaking from the audience, said the elevated rear deck "looks over our property into one of the bedrooms" and described repeated summer noise. Board members said the elevated deck functions as living/gathering space rather than only an egress and asked the applicant to submit corrected plans showing the previously approved 4‑ft egress and an 11x14 rear deck in the former ground‑level footprint, and to relocate the outdoor shower to ground level. The board continued the matter to its August 24, 2026 meeting to allow submission of revised plans.
