Council hears concerns that grazing leases favor same families; mayor cites historical basis

Councilor Northington reported constituent questions about why certain families repeatedly hold grazing leases. She said some residents believed leases were not fairly rotated and that some lessees did not actively graze livestock on the property.

Mayor Brad Smith responded that the leases date to when Hines gave the land to the city and were historically intended to pass to Hines employees as a benefit; he said he did not see a reason at this meeting to change existing leases or to create a waiting list when a lease becomes available. No formal policy change or motion was recorded during the May 9 meeting.
