Council and staff discuss annexation procedures, mailing rules and public outreach

Council members asked whether larger, consolidated annexation votes could be used instead of considering properties one by one. Staff explained that under existing state law annexations initiated by a municipality can require a property-owner referendum and that most annexations are completed at the request of the property owner; staff described the public-notice process that mails notices to properties within 200 feet and posts a sign on the parcel.

Staff noted a recent state law change requiring mailings to all property owners within 200 feet of the annexation area and that staff had prepared mailing lists and property signage for the current request.
