Clay County reorganizes for 2019; board adopts appointments, burial and travel rates

The Clay County Board of Commissioners opened its 2019 regular session on Jan. 3 with a formal reorganization and routine administrative actions. County Auditor Carri R. Crum called the meeting to order and the board elected Travis Mockler as chair and Phyllis Packard as vice‑chair for the year.

Commissioners confirmed annual appointments and committee assignments for the coming year, including Layne Stewart as Emergency Management Director and representatives to the County fair, zoning and safety boards. The board adopted the Robert’s Rules edition on file and instructed the Auditor to withhold minute entries for motions not seconded per the adopted practice.

Why it matters: annual reorganization sets who will lead committee work and who represents the county on regional boards. The commission also set several standard fiscal rules that affect travel reimbursement and interagency coordination: the county mileage rate will follow the state rate ($0.42 per mile) and meals were budgeted at $32 per day ($6/$11/$15 split). The board also approved a county burial allowance of $1,900 to cover casket, vault and opening/closing costs. These rates and appointments establish administrative expectations for county staff and outside representatives for the coming year.
