Clay County awards road and culvert contracts; adopts seasonal weight limits

Between February and March the Clay County Commission opened bids and awarded contracts for multiple highway projects. The Board awarded the Frog Creek Road Culvert Project to Loiseau Construction ($330,310.50) and the 2026 Asphalt Surface Project to The Road Guy ($989,950). For Structure #14‑103‑090 berm repairs the low responsive bidder Pollman Excavation was awarded the contract ($148,951.55); the Board also approved final change orders and payment applications where projects finished under contract.

At the Feb. 3 meeting the Board passed Resolution #2026‑05 directing seasonal weight‑limit enforcement (six tons per axle on hard surfaces; seven tons per axle on gravel; maximum 80,000 lbs) and requested assistance from the South Dakota Highway Patrol. Highway Superintendent Brent Hays and Ulteig engineers reviewed bids and will return to the Board if specification questions arise. The Board also routinely approved low fuel and propane quotes for county shops.
