Clay County advances highway repairs and micro‑surfacing program; sets seasonal weight limits

Clay County’s Highway Department set out its 2019 program for road surface preservation and emergency repairs during the year. Commissioners accepted bids for micro‑surfacing and chip‑seal contracts after review by county engineers and the highway superintendent. The board adopted a seasonal weight‑limit enforcement policy to protect soft surfaces in spring; affected county highways were posted accordingly.

Bridge inventory actions and emergency repair planning were also acted on. The commission passed Resolution #2019‑03 to delete a structure from the National Bridge Inventory (NBIS) where replacement with culverts was complete, and approved bridge reinspection and repair planning for federal/state cost‑share programs. The department noted that flooding and saturated shoulders forced plan changes on surfacing projects (some roads had to be omitted and substituted with alternatives). The county worked with Ulteig and other engineers on bid review and change orders.
