Clay County greenlights major jail and law enforcement center contracts; construction mobilizes

The Clay County Board advanced the long‑planned jail and law enforcement center through preconstruction and into early construction in 2023, approving multiple contracts and iGMP amendments and accepting early trade package awards.

The Board authorized owner‑representative services with TEGRA Group, legal representation with Woods Fuller, and the county’s architecture agreement. By late summer the Commission had accepted L&L Builders for major construction work and Beckenhauer as construction manager at‑risk. Project manager Dick Strassburg of TEGRA told the Board the team had "a really good team and strong collaboration" and that the work was proceeding on schedule and within the project budget. Geo‑pier sub‑surface work at the jail site was completed and footings and early pre‑cast and steel packages were put into procurement to avoid long lead times.

The Commission authorized contract amendments to add early work packages and delegated limited invoice and procurement signatory authority to the chair and project representatives to keep a tight schedule. Commissioners emphasized financial oversight as they move to a guaranteed maximum price (GMP) phase and continue to coordinate land transfers, roadway improvements and project financing.
