Courthouse HVAC and courtroom security move forward as asbestos abatement and bids are approved

Clay County moved forward with a major courthouse mechanical, electrical and HVAC renovation in 2023, approving project documents and later accepting contractor bids. Facilities Manager Scott Hanson, architects from JLG and engineers reviewed 95% design documents that include a new boiler, fan coil units, lighting, fire sprinklers, and electrical upgrades intended to preserve historical elements where feasible.

Auditor Carri Crum notified commissioners that the County’s Brownfields grant will cover asbestos and lead testing at the courthouse, which will reduce out‑of‑pocket remediation costs. Hanson reported abatement quotes varied widely; the Board authorized a low-cost abatement vendor for initial work to avoid project delays while also discussing how to maintain court and county services during noisy demolition and abatement phases. Hanson asked departments to plan for temporary closures and suggested moving some functions or using temporary meeting arrangements while drilling and ductwork occur.

The Board also authorized the removal of the kitchenette from a state security grant application while committing County funds to retain it in the overall project scope. Hanson said the courtrooms' worn carpet will be replaced and the architect and contractor are coordinating construction phasing to minimize court schedule disruption.
