Committee chair Bob Fuller said the committee has worked with architects and consultants but noted that the pandemic limited traditional public meetings. The committee asked the commissioners for a modest printing and survey budget to fund a county‑wide mailed questionnaire and online response option administered by the University of South Dakota Government Research Bureau; commissioners approved the additional survey expense at a Dec. 8 meeting and later finalized a small increase to the production budget.
Why this matters: a large capital bond would increase local property taxes if approved; committee leaders said postponing the vote will let the committee produce educational materials and collect quantitative public feedback before seeking voter approval.
