Throughout 2020 Clay County accepted federal and private COVID‑related grant funds, executed the State reimbursement agreement and recorded supplemental budget authority to match grant receipts.
In June the board passed Resolution #2020‑18 to authorize contractual documents with the State for CARES Act fund reimbursements (March 1–Dec. 30, 2020 eligible costs). Later the board recorded automatic supplements and contingency transfers as grant revenue arrived for homeland security, election grants and CRF reimbursements; commissioners also enacted administrative policy (Resolution #2020‑16) to charge $25 for titles and initial registrations completed entirely by mail beginning July 1, 2020.
