A facilities presenter summarized the RFQ and interview process used to rank firms and recommended the superintendent be authorized to negotiate contracts starting with the highest‑ranked firms. A trustee made a motion to approve the architectural rankings and to authorize the superintendent to negotiate, which was seconded; similar process language accompanied the engineering firm recommendations. The engineering‑firm motion passed with a recorded vote of 6‑0 in favor.
On underwriting, administration recommended JP Morgan as co‑senior manager and bookrunner, Frost Bank as co‑senior manager and Samco as co‑manager. The board approved the underwriting syndicate by voice and a recorded hand vote showing the motion carried 6‑0.
The board also appointed three trustees to serve on the Bond Oversight Committee and then selected a broad slate of community volunteers for four subcommittees (new construction; renovations and additions; asset improvements; safety, lighting and demolition). The appointments were presented and approved during the same meeting to support planning and oversight of the 2026 bond work.
