Environmental Sustainability Board urges council not to adopt draft single‑use plastic bag ordinance

The Environmental Sustainability Board voted unanimously to recommend that county council not adopt the draft single‑use plastic bag ordinance and authorized the chair to work with staff to prepare a memo summarizing the board's concerns. Jack Breaux, who made the motion, read the text aloud: "I move that the environmental sustainability board recommend that county council not adopt the draft ordinance and authorize the chair to work with staff to prepare a memo summarizing the board's concerns."

Board members cited strong public opposition in the outreach record and concerns about enforcement, potential burdens on small businesses and fixed‑income residents, and lifecycle tradeoffs for replacement bags. Angel Meng, the sustainability office intern who compiled written comments, told the board that including county social posts there were 213 comments with 66% opposed and 28% supportive; excluding Facebook posts, staff recorded 110 comments with 49% opposed and 43% in support.

Several board members said they wanted clearer implementation and enforcement details before recommending adoption. Members also discussed whether education or voluntary measures could achieve similar results without regulation. After discussion the motion to not recommend adoption was seconded and approved in a roll‑call vote; board members voting in favor included Joe Chaminer, Sue Barnes, Carly Blair, Dave Hampton, Jack Breaux and Shannon Blair.

The board’s vote is advisory; the matter will now be summarized in a memo to county council, who will decide whether to pursue, revise or drop the proposal.
