Multiple public commenters raised concerns about the county administrator’s role overseeing large development proposals and the process used to hire and classify a chief of staff position.
Brandy Marino urged the board to insist on transparent, experienced leadership for the scale of the proposed 0.1 project, saying the county needs project managers with demonstrated experience: "Point one's proposal is unlike anything Charles City County has faced before, and it demands leadership with demonstrated experience." She said residents struggled to identify comparable experience in the county administrator's record.
Martha Harris pressed the board for documents related to the chief of staff job announcement and asked whether a job audit and competitive hiring process occurred; she said earlier emails and questions remained unanswered. Harris also noted the board was told a reclassification would save about $100,000 but that no supporting detail was delivered.
The board did not vote on any personnel action during the meeting; speakers asked that hiring records, job descriptions and audit materials be provided in follow-up and for the board to respond to outstanding information requests.
