Lake district says McMillan Dam work on track for early November; court discusses federal compliance

Casey Klingensmith, a lake district board representative, told the court the McMillan Dam contractor is on target to complete work in early November and that grubbing and trenching work for an oversized French drain is underway. "They're on target to complete. They're saying early November," Klingensmith said, describing recent site photos and work progress.

Klingensmith said the project team is submitting monthly invoices and requested that the court approve the next payment at an August meeting. Commissioners discussed inspections and whether the river authority would be called to reassess the dam after work is complete; Klingensmith said the engineering firm Friese Nichols is leading the effort and a final approval process is expected before final payment.

County staff raised a compliance issue: one commissioner noted the county was not yet in compliance with some uniform guidance requirements for subcontractors (debarment checks required under 2 CFR Part 200). Klingensmith and county staff said the water district and contractor would incorporate contract language and the county's grant auditor would help bring paperwork into compliance before payments proceed.
