Residents support county takeover of West Maui water systems but raise questions on appraisals and environmental stewardship

Multiple residents and community advocates addressed the committee in favor of the acquisition, saying public ownership would reduce speculative interests in water resources and increase local control. Greg Rilski, a South Lahaina resident, said the purchase "would be an amazing opportunity" and asked whether connections could extend to his neighborhood and whether water would be allocated for fire suppression.

Other testifiers, including Pa'ele Kiacona, emphasized that the majority of West Maui water systems remain privately held — "77% of water — our West Maui water systems are owned by private entities" — and called the County move a positive step. A speaker who identified as Jackie Q supported the proposal but raised concern that the County appeared to be offering more for the systems than their appraised values and asked staff to clarify seller obligations listed in post‑closing sections; staff responded they would provide clearer contract and bonding information in follow‑up materials.
