Board approves rezoning to formalize Collinsville mobile-home park despite floodplain constraints

Kendall Davis, senior planner at INCOG, presented CZ591, a rezoning request to change the site at 15843 North 113th East Avenue in Collinsville from AG to RMH so the property’s use as a mobile-home park aligns with the county zoning code. "Staff finds that bringing the property into zoning compliance through the RMH District promotes improved long term land use administration and regulatory consistency for the site," Davis said and recommended approval.

Davis also told the board that portions of the site appear to be within FEMA floodplain zones, including AE areas. A commissioner noted prior agency involvement — multiple state and county agencies had addressed debris and flood issues on the property — and urged that compliance be approached carefully. The county engineer (S4) said many existing units sit in the flood zone and some are in the floodway, so those could not be repopulated; any redevelopment or replacement would require adherence to floodplain rules and county permitting.

The public hearing was closed and the board approved the rezoning by roll call. The approval formalizes the existing use but leaves engineering and permitting requirements in place; future redevelopment or unit replacement will be subject to floodplain regulations, drainage requirements and county engineering review.
