Board warned municipal-services tax revenue for unincorporated areas won't arrive until November 2027

Committee member (Speaker 3) told the board that money from a proposed municipal services tax on unincorporated areas would not be available immediately: "we don't get at that money until November 2027, provided we get this district organized and the municipal services organized in the next 2 months." Speaker 2 and others asked for a clearer breakdown of which unincorporated parcels (for example, Paradise) would be assigned to each participating jurisdiction and how the funds would be allocated.

The board discussed holding some percentage of unincorporated revenue in a South-district reserve to fund replacement engines and brush trucks; Speaker 9 suggested holding back 10
20% or 15% as a dedicated fund, while another model referenced a 2.5% training holdback. Members said the funding source and the timing of receipts should drive implementation choices and emphasized the need for precise allocation data before committing to budget assumptions.
