Applicant Eric Harvell explained the house originally had asbestos‑containing masonite, which prompted replacement when leaks developed. Harvell said the crew installed Hardie plank and they "liked the blue color" and replaced shutters that were in very poor condition. Tammy Harvell, also present, said they tried to follow staff guidance and had trouble locating the correct permit form. Commissioners questioned whether the new shutters are vinyl (staff confirmed they are) and noted the standards list vinyl and aluminum shutters as not appropriate. Because packets contained different COA forms (one showing the door, one not), the commission voted to continue to the Aug. 27 meeting and requested finished photos for staff review prior to that date.
