Staff introduced File PLCA202600209, an after‑the‑fact Certificate of Appropriateness for 308 West 5th Ave, noting the property is contributing and that the work replaced earlier masonite with ColorPlus Hardie plank. Staff said the application was amended to remove a request to paint the siding white; the installed color is a blue the applicant elected to keep.

Applicant Eric Harvell explained the house originally had asbestos‑containing masonite, which prompted replacement when leaks developed. Harvell said the crew installed Hardie plank and they "liked the blue color" and replaced shutters that were in very poor condition. Tammy Harvell, also present, said they tried to follow staff guidance and had trouble locating the correct permit form. Commissioners questioned whether the new shutters are vinyl (staff confirmed they are) and noted the standards list vinyl and aluminum shutters as not appropriate. Because packets contained different COA forms (one showing the door, one not), the commission voted to continue to the Aug. 27 meeting and requested finished photos for staff review prior to that date. The applicant must still appear at the August meeting or the matter may be addressed at a special meeting if staff receives the photos early.
