The Pasco City Council accepted a notice of intent to commence annexation proceedings for the Goodwin property in the Broadmore master‑plan boundary on July 20. Deputy Director Craig Raymond told the council the subject site is just over 6 acres and located between Harris Road and Highway 182 and explained the statutory process for annexation petitions and subsequent zoning review.
Staff recommended adoption of resolution 4765 to accept the petition, approve the annexation boundary as submitted and require the property to assume a proportionate share of city indebtedness upon annexation. After opening a public meeting on the proposal and receiving no public testimony, Councilman Prowles moved to approve resolution 4765; the motion was seconded and passed on the record.
Raymond told the council the next steps include a sufficiency review by the Franklin County Assessor to verify petition signatures and a hearing examiner review of requested zoning, followed by a council public hearing on final annexation and zoning ordinances.
