Pasco council enacts six‑month moratorium on new data centers and similar high‑density computing facilities

The Pasco City Council voted unanimously on July 20 to adopt ordinance 4850, imposing a six‑month moratorium on the acceptance and processing of business license and development permit applications related to new data centers, cryptocurrency mining, blockchain computing and artificial‑intelligence computing facilities.

Deputy Director Craig Raymond told council staff had prepared the ordinance at council's request to allow time for drafting tailored land‑use regulations. "Staff has prepared ordinance 4850 to impose a six-month moratorum on the acceptance and processing of licenses and permits related to new data center facilities," Raymond said. Councilmembers expressed common concerns about power, water and wastewater capacity, health/EMF questions, and asked staff to gather technical data and best practices from peer cities. Several members preferred a moratorium to ensure adequate analysis and public input before new large facilities are permitted.

The ordinance declares an emergency, establishes an immediate effective date, and directs staff to develop and return with recommended land‑use regulations within six months. The council recorded unanimous support and emphasized staff should engage with technical experts and regional partners.
