Fiscal Court authorizes RFP to solicit workforce housing proposals for 0 Boone Road

The Carroll County Fiscal Court voted July 24 to direct the county judge executive to solicit competitive proposals for sale and development of county-owned parcel 231130201 at 0 Boone Road for housing development purposes.

Nick read the order authorizing the issuance of an RFP specifying evaluation based on multiple weighted criteria including proposed purchase price, housing development commitments, number and type of housing units, capital investment, timeline for development, and the financial capacity of respondents. The order states the court may accept a proposal that is not the highest price if it better serves the public interest. "The fiscal court expressly finds that the sale and development of the property for housing development constitutes a transfer for economic development purposes," the order says. The order referenced applicable Kentucky statutes governing transfers and notice requirements.

Commissioner Matthew said the draft RFP will prioritize workforce housing, set price limits tied to HUD area median income (AMI) requirements, and require specific housing-unit types and developer commitments; he and Nick said they expect the RFP to be issued around August 1. The court made a motion to adopt the order and approved it on a voice vote.

The court reserved the right to reject any and all proposals and to require final award approval at a properly noticed open meeting; any net proceeds from a sale are to be deposited in accordance with statutory requirements.
