Winter Park staff recommends aligning traffic-calming policy with Florida Green Book

City transportation staff presented recommendations to align Winter Park's informal neighborhood speed management and traffic calming program with the Florida Green Book chapter 15 and asked the Traffic Calming Task Force to review a 17-item voting matrix and provide feedback by email.

The presenter said the Green Book provides "a uniform, minimum standards for Florida" and that staff's draft would use the Green Book as a benchmark while preserving Winter Park's program strengths. Staff recommended expanding the program's stated purpose to include livability and multimodal mobility; adopting standardized engineering review checklists; and defining measurable performance metrics and annual reporting. Staff emphasized the recommendations are currently informal and would be compiled for a final manual and eventual presentation to the City Commission.

Staff outlined next steps: task force members should return completed voting-matrix inputs to staff within a month so staff can compile recommendations for the general board and, later, the City Commission. The presenter scheduled a field review of existing traffic calming measures for August 17 and said the task force will revisit prioritization and funding strategy at future meetings.
