Staff recommends treatment hierarchy and quick-build pilots to test traffic-calming in Winter Park

Staff told the task force that traffic calming should follow a structured hierarchy that prioritizes the least restrictive responses first: education and outreach; signage and markings; operational improvements; physical devices; and, as a last resort, roadway diversion.

"The lowest level would be the less least restrictive. The highest level will be the most restrictive," the presenter said, and recommended quick-build pilots so the city can evaluate community feedback and performance before making permanent changes. Staff also advised expanding guidance on treatments the Florida Green Book discourages (for example, relying solely on stop signs) and developing standardized engineering review checklists to ensure consistency across projects.
