Winter Park staff details petition process and community engagement for traffic-calming requests

Staff described how residents initiate traffic calming: a primary requester asks for a speed study and staff issues a neighborhood petition; if the neighborhood reaches consensus (the presenter said at least four signatures are required), the city proceeds to a study and possible inclusion on a project list.

"So for the public involvement, throughout the planning, the Florida Green Book promotes this compared to what the city Winter Park has. We do have a petition process," the presenter said. Staff recommended formalizing stakeholder coordination (schools, transit, sanitation and utilities) and clarifying when staff-initiated reviews require public notice. The presenter asked committee members to review the voting matrix and return comments by email so staff can compile a recommendation for the general board.
