Heard County approves one‑year contract with Norman Appraisal Services, 3–2 vote

Chairman Boone brought forward a proposal to continue county property re‑evaluations with Norman Appraisal Services. County Attorney Jerry Ann Conner said she reviewed the firm's contract and recommended revising it to a one‑year term and adding language to permit either party to opt out with 30 days' notice to maintain compliance with Georgia Department of Revenue requirements for setting the millage rate.

After discussion, Commissioner Keri Denney moved and Commissioner Larry Hooks seconded approval of the modified contract at a value of $277,500.00. The Board approved the contract by a 3–2 vote: Denney, Hooks and Larry Hammond voted yes; Joe Adams and Gwen Caldwell voted no. The vote was recorded in the minutes as a formal approval with the attorney's requested contract changes.
