Denton PUB backs 9% wastewater rate proposal to fund major capital projects

The Public Utilities Board recommended adoption of an ordinance establishing a 9% increase to wastewater service rates for FY27 and approved the wastewater fund operating and capital budget after a staff presentation and member questions. Seth Hurrell, the city budget manager, told the board the FY27 wastewater pro forma anticipates $51,200,000 in revenues, $51,800,000 in expenditures and a planned use of reserves of $540,143 to smooth rates: "Some of the financial assumptions here... 9% overall rate increase, expecting to receive the WIFIA and Texas Water Development Board funding."

Board members pressed staff on the drivers of the increase and whether it is growth‑related. Members noted a multi‑year capital program and questioned how developments north of Denton and neighboring jurisdictions could affect the city’s creeks and infrastructure needs. Staff pointed to a five‑year wastewater capital plan totaling roughly $147 million, primarily debt funded, and said much of the spending reflects growth and preventive maintenance. The board moved and voted unanimously to recommend the ordinance and fund approval; no formal dissent was recorded.
