Pembroke committee backs library LED upgrade for CIP, seeks demo and rebate clarity

The Chair opened discussion of a Capital Improvement Program request from Ryan and the library to replace existing fixtures with LED panels and said the proposal should be advanced to the CIP docket for further consideration. "This isn't asking for the money to go do it. This is asking if you start recruiting the money that would eventually be set aside to go do it," the Chair said, framing the item's place in the CIP process.

Committee members reviewed the scope and itemized fixture watt comparisons presented in the proposal and concluded the savings calculations appear plausible but hinge on a large rebate. One committee member said the rebate program "is just prescriptive and ... reliable" and noted that rebates are often paid per fixture; members requested a written explanation of the rebate mechanism or a guarantee showing the town's remaining exposure. They also asked the vendor for a demonstration of the replacement fixtures and recommended post-installation monitoring or a pre/post usage check to validate claimed savings.
