Out-of-state group’s use of pavilion and playground prompts safety and liability concerns

Chair Rose described an incident in which an out-of-state group used the pavilion and occupied the playground late into the day, at times blocking access and posing safety risks to the town’s summer-recreation participants. Rose said she photographed the scene, reported it to police and later sent the images; she also relayed that some children had been standing on top of a handicap swing.

"I sent it to the police, but, of course, they didn't get it," Rose said, adding she subsequently sent the image from her computer. Commissioners discussed the liability exposure for the town and the summer program, noting the need for clearer procedures for advanced reservations, staff direction to users, and whether to restrict pavilion access or lock bathrooms during large unscheduled gatherings. Rose said she would follow up with the police chief and administrative staff to clarify responsibilities and reporting procedures.
