The council approved a special-exception request to allow massage services as a primary use at 812 West Lantana Road after staff said the item was before the panel solely because the business changed ownership.
Development Services Director Nicole Dritz explained the prior special-exception approvals included conditions on signage, hours (9 a.m.–10 p.m.), licensing and nontransferability; because ownership changed, the property needed to return for council approval. Applicant attorney David Friedman said the use and structure are unchanged and presented licensing documentation in the application packet. Chief John Choir, sworn for the quasi-judicial hearing, said the police department had no founded complaints at the location.
Councilmember Mason moved to approve SE26-0001 with the same conditions; the motion was seconded and carried on a roll call vote recorded as 4–1. The council noted the prior conditions remain in effect and no physical changes to the property were proposed.
