Council argues town clerk should remain elected, warns appointment model 'incomplete'

The council recommended against converting the town clerk’s office to an appointed position without clearer definitions of the appointment model, term limits, removal and appeal procedures, and any council confirmation role. Councilman Hawley, who led discussion of the point, said the proposed appointment model lacked important details and warned of operational risks: "The town clerk's office handles a crucial component of the election process. It is protected right now by the accountability of the voters. But if you put this into the executive branch and have the mayor overseeing that office, that can open up some serious risks to our community in the future."

Commissioners asked whether safeguards such as civil service definitions, terms, or confirmation by the council could address those concerns; council members said they would support a defined appointment model only if those protections were explicit. The commission noted the council’s preference to keep the clerk elected and will weigh drafting language that addresses the protections commissioners and council members requested.
