The Owosso Carnegie Library Property Committee reviewed case studies of 17 repurposed Carnegie libraries in Michigan at its July 23, 2026 meeting, with the goal of informing the committee’s recommendation to City Council on the future of the Owosso Carnegie Library.
Nathan presented the case studies and highlighted examples the committee could use as models for adaptive reuse. Committee member Brewer offered to invite Bob Wessel of the Adrian Historical Society to speak to the group in August. The committee also arranged for a Michigan Economic Development Corporation (MEDC) representative, Nate Scramlin, to present in August on Redevelopment Ready Communities (RRC) technical assistance; meeting minutes say Owosso’s RRC certification and the middle school’s secured financing free up MEDC capacity to focus on the library project.
Committee members discussed site and program considerations that surfaced in the case studies, including parking arrangements and rehabilitation of historic features. The presentation and the scheduled follow-ups are intended to give the committee examples and technical guidance ahead of drafting a formal recommendation to Council. The committee set its next meeting for August 27, 2026 at 6 PM.
