County considers $900,000 land purchase and $1 million set-aside for solar project during budget planning

Lancaster County’s budget team presented proposals July 23 to use one-time general fund reserves for capital needs, including approximately $900,000 to purchase land for a parking garage and up to $1 million to seed a building fund for a potential solar energy project at the Youth Services Center.

Budget and Fiscal Officer Dennis Meyer said the $1 million solar project could be eligible for federal incentives through the end of 2027 that would reimburse 30–40% of installation costs; preliminary estimates suggested payback in seven to ten years through reduced utility expenses. Commissioners supported authorizing spending authority to preserve incentive eligibility while requiring additional structural and engineering analysis of the Youth Services Center roof before committing to construction.
