Council hears multi-project infrastructure update; Blue Jay Way delayed by Buy America issue

Town Manager Bret Howser briefed the council on active infrastructure projects and recent complications. He said the Elk Drive Special Assessment Area work is substantially complete pending final state approval, and that Blue Jay Way work was delayed about one month because of materials compliance issues under the federal Buy America Act after pavement had already been removed; the town is soliciting quotes to pave rerouted, non‑excavated portions.

Howser reported that Brian Head Unit 3 SAA work has started with contractor Air States and that Forest Drive water-line realignment and road-hump removal are nearing completion for the town’s portion. He noted private sewer work was now projected to extend into October due to CenturyLink coordination delays and that a separate CenturyLink line was struck during digital sign installation, with fault in dispute. Steam Engine Road grinding and asphalt replacement are underway from the highway past Forest Drive, focusing on the most impactful sections before the upcoming large events. Shuttle stop foundations were observed being poured on-site.
