EDZC recommends permanent amphitheater in Pocahontas Park's northeast corner

The Economic Development Zone Committee (EDZC) recommended placing a permanent amphitheater in the northeast corner of Pocahontas Park, after review of two siting options presented by Planning Director Jason Jeffries.

Mr. Jason Jeffries, Planning Director, outlined Option 1 (stage against the Heritage Center) and Option 2 (stage oriented to follow topography and screen the parking lot). "With Option 1 it places the stage against the Heritage Center and establishes a strong architectural backdrop. With Option 2 it orients the stage on an angle to follow the existing topography and screen the parking lot from the audience lawn," he said. He also cautioned about long‑term use: "His concern with having a permanent stage would be how much it is going to be used. They would hate to have a facility there that stays empty."

Chairman Terry Torres and Member Joseph Cataldo both said they preferred locating the structure in the park's northeast corner. Cataldo added that placing the facility in the corner would not obscure the Heritage Center and would be aesthetically attractive. The committee reached consensus to recommend Option 2 to the City Council.

Funding for a permanent amphitheater was not identified at the meeting. Mr. Jeffries said the cost estimate had not yet been developed and suggested funding could come from Pocahontas Park improvement accounts or the EDZ Trust Fund. He also noted any decision about extending the Tax Increment Financing (TIF) period would require a separate Council resolution before the end of 2027.

The EDZC's recommendation on siting will be forwarded to the City Council for further consideration and for any decision on funding and design.
