Board approves contractor substantial-completion pay, retains $10,000 and gives 45 days for punch list

The Adams County Board approved a contractor's pay application and accepted the work as substantially complete while retaining $10,000 until final punch-list items are fixed.

A presenter (speaker 13) told the board the final punch list had two additional items beyond an earlier list and that the remaining issues were minor. The presenter said the contractor would have 45 days to complete the remaining items before the retained funds are released. Finance staff (speaker 5) reported the capital request for substantial completion was $52,563.50, leaving a balance of $4,691.50 from the loan tied to the project.

Chair (speaker 1) called for a motion; a supervisor moved and the board voted to accept the pay application and to approve release procedures conditioned on completion of the punch list. "The contractor will have 45 days to complete those items before we release the final 10," the presenter said, referring to the retained amount.

The board did not identify any outstanding legal or environmental barriers to closing the project; staff said they would return to the board to accept the project as fully complete once the final items are finished.
