Planning commission recommends narrower, more technical SIP standards; sends Section 27 amendments to City Council

City planning staff told the Castle Pines City Planning Commission on July 23 that proposed amendments to Section 27 of the zoning ordinance would recast Site Improvement Plan (SIP) review as a technical, code-focused step rather than a policy-level review tied to the comprehensive plan. Community Development Director Donna Ferguson presented the redlined changes and said staff’s intent was to make SIP approvals more predictable for applicants and decision-makers.

"The SIP review is intended to ensure consistency with controlling subdivision and zoning regulations and not the comp plan," Ferguson said, describing the amendments as primarily "procedural, organizational, and clarifying." She told commissioners the change would bind SIP approval to objective standards such as the subdivision code, the zoning code and adopted engineering manuals while preserving opportunities for formal public comment at a hearing.

Supporters on the commission said the amendments add clarity and predictability. Opponents and several public commenters argued the changes remove an important community safeguard by taking explicit comprehensive-plan consistency and broad "public health, safety and welfare" language out of the SIP approval criteria. After debate, a motion to recommend approval passed on a 4–1 roll call.

The commission’s recommendation advances the amendments to City Council. Ferguson told the commission that City Council is scheduled to hold first reading on Aug. 11 and a second reading and public hearing on Aug. 25, where the council will make the final determination.
