Commission approves Hoxie House cafe with alcohol and parking waiver in Creston

The Planning Commission granted special land use and site plan approval for Hoxie House LLC to open a cafe with incidental alcohol sales at 1415 Plainfield Ave in the Creston neighborhood.

Applicant Angela Tramper introduced the proposal as a small, family‑run operation in a roughly 2,200‑square‑foot mixed‑use building where she lives above the business. "We're just looking for a little modest cafe by day, bar by evening," Tramper said. Staff explained the request included a waiver for 16 parking spaces because the building is legally nonconforming and the new use increases the parking requirement from 6 to 22 spaces.

A Creston corridor representative, Greg Hampshire, testified in support, telling commissioners the project aligned with the Creston Area Specific Plan’s goal to create neighborhood hubs that encourage walking and linger time. Commissioners discussed hours, operations, and parking availability at nearby on‑street and public lots and ultimately approved the request with standard permitting conditions and a finding that live entertainment was not included in the approval. The approval takes effect 16 days after the decision.
