APS finance committee recommends consent‑agenda approval covering budgets, RFPs and contracts

The Albuquerque Public Schools (APS) Board of Education Finance Committee on July 23 recommended that the full Board approve a consent agenda that includes beginning FY27 grant budgets, several procurement awards and June 2026 cash disbursements.

Chair Heather Benavides opened the meeting and asked staff to present the items for committee consideration. After staff reviewed the materials for grant budgets, budget adjustments, intra‑function transfers and multiple RFP results, Member Courtney Jackson moved to recommend consent‑agenda approval; Member Rebecca Benson seconded. The motion passed on a roll‑call vote with Astorga, Benson, Jackson and Benavides recorded in the affirmative.

Why it matters: the package sends several multiyear contracts and budget adjustments to the full Board for final action on Aug. 5, and includes service contracts and funding allocations that will affect facilities maintenance, in‑school student supports and temporary staffing budgets. The committee’s recommendation is procedural — final approvals will occur at the Board meeting.

Committee members asked clarifying questions on several items, described in subsequent articles, and staff confirmed that the dollar amounts discussed are estimates tied to contract terms and available funding. For example, procurement staff described a three‑year estimated spend for solar hot water work and a one‑year estimated amount for substitute staffing; staff emphasized these are planning estimates not guaranteed expenditures.

The committee also reviewed the district’s June 2026 cash disbursements in compliance with New Mexico Public School Audit Board reporting requirements and had no further questions before forwarding the full consent packet to the Board.
